E & E is a nationwide, full-service environmental consultancy that offers environmental assessments, siting/feasibility studies, biological assessments and public engagement services as a core practice area. Responsibilities entailed preparing technical analyses for EIRs and IS/MNDs; providing guidance and senior level technical assistance to the environmental team; and document quality control and quality assurance.

  • Contributing analyst to the Rainbow Pipeline Replacement Project alternatives screening report (ASR), that analyzed alternatives to a proposed and ultimately rejected 47-mile, 36-inch natural gas pipeline in Riverside and San Diego Counties. The ASR, prepared for the California Public Utilities Commission evaluated the feasibility of natural gas transmission alternatives, while considering variable energy supply and demand estimates, population forecasts, state policies regulating the use of renewable and non-renewable natural resources and greenhouse gas reduction targets.
  • Managed IS/MND for SDG&E's TL674A Reconfiguration and TL666D Removal Project that would reconfigure and remove 69 kilovolt (kV) and 12 kV electrical distribution and transmission lines within the cities of Del Mar and San Diego to improve system reliability and enhance environmental quality. One of the lines extends through jurisdictional wetlands and the other is within environmentally sensitive areas.

Responsibilities included implementing all phases of the environmental review process, including: defining the project, analyzing and mitigating environmental impacts and developing feasible mitigation measures; managing complex project caseload comprising multiple EIRs, Mitigated Negative Declarations, and exemptions; providing information to the public on environmental review procedure and process; and mentoring junior staff.

  • Managed the environmental review for the Eastern Neighborhoods Rezoning and Area Plans Project -- the largest environmental case ever undertaken by the city for the purpose of analyzing environmental impacts associated with rezoning 2,300 acres in the Eastern Neighborhoods (the Mission, East South of Market, Showplace Square and Central Waterfront) to rationalize the conversion of industrial areas and plan for coherent, mixed-use communities.
  • Established an approach to studying cumulative wind impacts in "the Hub"an area of dynamic change around the intersection of Market Street and Van Ness Avenue where the City may increase allowable building heights to direct future high-density residential development near transit. The area is susceptible to high winds currently and avoiding wind hazards is a prerogative in the development of livable neighborhoods in the future.
  • Co-author of a Process Improvement Study that examines the Planning Department's application process and how submittal requirements and fees may impact the delivery and cost of affordable housing developed by non-profit applicants.

  • Managed the environmental review for the preservation of historic resources and public access improvements to Shin Park Arboretum in Fremont, CA.
